Administrator Achen reported the city is responsible for $16,900.
in assessments on the Silver Lake Park site and approval by Council for
reapportionment of the assessments is necessary. The County will then
send a letter telling the city that these taxes have been vacated and
it will have to be checked to see why the assessment is so large.
Bond consultants feel we may have to come up with the money from
somewhere. Transfers may have to be made from some fund into Bond
Redemption Fund or we cannot reduce our debt levy as much annually.
He recommended Council pass a resolution approving reapportionment
of assessments as prepared by Comstock $ Davis.
MSP (Johnson- Baumgartner) to approve Resolution 683 reapportioning
assessments on the Silver Lake Park site.
Administrator Achen reported he received a letter from the County
on the Hemsworth and Fulwider property taxes which are due. This
money could be taken from 1973 -4 Project Fund.

MSP (Pickar- Hodges) to pay taxes (1974 taxes payable in 1975) on the
Hemsworth and Fulwider property out of Project 1973 -4 Fund. 5 Ayes
Administrator Achen recommended Council set a hearing on
community development and housing needs with regard to the City
of Mounds View application for a community development program
block grant under Title I of the Housing and Community Development
Act of 1974.
MSP (Baumgartner - Hodges) to set a public hearing for August 11,
and August 25, at 9:00 p.m. on community development and housing
needs with regard to application for a community development program
block grant under Title I of the Housing and Community Development
Act of 1975.
MS (Pickar- Hodges) to accept licenses as requested .
Councilman Baumgartner noted that the motion should be amended
to say the John Washburnsolicitor and peddler license be approved
if it does not cause a traffic problem. If there is a problem
the license will be revolked.
Councilman Shelquist stated that other vendors should be informed
that if they set up without a license they will not be allowed to
operate.
MSP (Johnson - Shelquist) to amend the motion to read that the license
request for John L. Washburn be considered separately from the
other license applications.
MSP (Pickar- Hodges) to grant license to Mr. Washburn to sell
on the corner of Eastwood and Highway 10.
