Administrator Achen presented proposed policy regarding grace period for
removal of original garage when second garage is constructed. City ordinance
allows for only one garage and when persons are building new garages on
their property.
MSP (Hodges - Shelquist) to accept the policy that the first garage must
be torn down within 30 days after final inspection. 3 Ayes

Administrator Achen reported on a proposed "No U- Turn" sign on County Road
H2 median and St. Stephens Street. People are going around the median
u- turning into St. Stephens. The police department feels a no u -turn
will deter people from making these turns.
MSP (Shelquist - Hodges) that maintenance department be instructed to
erect a no u -turn sign on the median on County Road H2 and St. Stephens. 4 Ayes
Administrator Achen read Resolution from the Planning Commission recommending
adoption of the Comprehensive Plan Update.
Mayor Johnson announced the Planning Commission has had about four public
hearings on the Comprehensive Plan Update.
MSP (Shelquist- Baumgartner) to acknowledge receipt of the new Comprehensive
Plan from the Planning Commission and to direct the administrator to refer
it to the Metropolitan Council.
Engineer Bearden presented final plans and specifications for improvement
Project 1975 -4 Mounds View Square shopping center. Engineer Bearden said
the improvement was for Highway 10 ditch between County Road I and Long
Lake Road. It consists of constructing the ditch grade to provide positive
drainage and lowering of the S.E. culvert. The ditch will extend to the
corner of County Road I. The County engineering department said they
intend to improve both sides of County Road I.
Engineer Bearden said the County expects to do the County Road I work
within the next two weeks.
Engineer Bearden said if the bids were opened on September 29, completion
could be affected in about 45 days. Sodding can be done until about the
1st of November. Engineer Bearden suggests sodding be done this Fall and
making the contractor responsible for caring for it next Spring until
it has taken root. It will have to be watered and rolled this Fall.
MSP (Shelquist- Hodges) to acknowledge receipt of final plans and specifi-
cations for Improvement Project 1975 -4 and to advertise for bids to be
opened September 25 at 11:30 a.m., to perform drainage improvement.
Mayor Johnson asked that Engineer Bearden include unit prices in the
bids for concrete curb and gutter and bituminous swale work to stabilize
the ditch at the corner of I and Highway 10.
Administrator presented proposed resolution declaring certain tax forfeited
lands non - conservation and conservation. The Park Commission recommends
that the Council acquire the property on the corner of Quincy and Hillview
Road near the existing Greenfield Park.
