HomeMy WebLinkAboutgr00090_000038_pg201PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A regular meeting of Mounds View City Council was called to order by Mayor Johnson on October 14, 1975, at 8:04 p.m., at Mounds View City Hall, 2401 Highway 10, Mounds View, Mn. 55112 Present: Mayor Johnson Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Shelquist Also Present: Clerk -Adm. Achen Attorney Meyers Engineer Comstock MSP (Shelquist - Pickar) to accept the minutes of September 22, 1975, Council meeting with the following corrections. Page 1, second motion, the second should be changed from Hodges to Baumgartner. Page 4, MSP (Johnson - Shelquist), the word "prevent" should be changed to "encourage ". Page 6, James Nichols should be followed by his position title of accountant. Dale Olson should be followed by his position title of public works maintenance man. MSP (Pickar- Johnson) should be changed by inserting the word "and" after "day labor "and before the words "to buy seed." Page 8, MSP (Pickar- Baumgartner) approval of licenses, Mike DeMars should be omitted because he was approved at a previous meeting. Page 8, ninth line, Attorney Meyers suggested looking into the city requiring contractors to be bonded. 4 Ayes Hodges Abst. MSP (Pickar - Shelquist) to approve the September 25, 1975, minutes as presented. MSP (Shelquist- Hodges) to approve the October 6, 1975, minutes as presented. Representative Howard Neisen was present in the audience. He said he wanted to arrange with Council to discuss the pending land use legislation at some later time because he did not want to take up that much time at a Council meeting. He also told Council that the Legislature would be in session again on January 27th and if there is any legislation the Council or citizens would like to give input on, he would like the information as sson as possible so he has time to work on it before the session starts. He said the Metro Council may be given the power to review, and may require changes in, cities comprehensive plans. He feels this is directive legislation and ties municipalities in too tight. He also plans to appear at the Ramsey County League meeting on October 15th to alert cities of this so he knows how they will want him to vote when this comes up later on. He said a bill allowing cities to put aside monies for storm sewer studies is being proposed. Also, a Bill to amend the open meeting law is to be proposed. Mayor Johnson asked Administrator Achen if the 1975 Labor Agreement with Teamster's Public & Law Enforcement Employees Local No. 320 has been finally interpreted and if there are any ambiguities. 4 Ayes Johnson Abst. 5 Ayes
