Administrator Achen explained the proposed memorandum of understanding
with International Brotherhood of Teamsters Local No. 320. There
was strong sentiment with all the cities involved that the joint
negotiations had not been successful in 1975. Each individual
municipality tried to negotiate a separate 1976 settlement. However,
by joint negotiation, the terms of this memorandum were agreed
to by the Teamsters Local 320 and the M.A.M.A. committee. The
economic terms are identical to those in New Brighton's Local 320
settlement for 1976 and 1977 which were fairly reasonable. 1976
salaries will increase 7.96% and 1977 salaries 5.42 %.
Mounds View policemen initially rejected this offer last month.
However, the union representatives have signed the memorandum, and
there is a likelihood that it will be accepted by the membership
now. I recommend that the Council execute it and presume that the
membership will accept it.
Councilman Shelquist: Item B, page 2, are we about to accept some-
thing that isn't conclusive yet?
Mayor Johnson: Anything that is changed has to be in writing.
Nothing can be verbal.
MSP (Hodges - Pickar) that we accept this memorandum of understanding
with International Brotherhood of Teamsters Local No. 320 and authorize
inplementation of its terms effective January 1, 1976. 5 ayes
