(b) Spring Lake Park's Bicentennial Commission is applying
for $27,000 grant from private sources to fund band
shell at Lakeside Park. I signed their application to
indicate Mounds View approves, because the application
had to be submitted immediately. I should have copies
of the application by Monday for Council. A motion
affirming my action would be appropriate if Council
so desires.
(c) Formal Council approval of the sale of the trade -in
police squad car should be made by motion. Sold to
Lowry Repairs Center, Inc. 2907 Central Ave.. N. E.,
Minneapolis, for $900.00 on January 27, 1976, after
no bids were received for the public auction. This
price was $100 more than the trade -in bid of Barnett
Chrysler. It was a savings of an additional $250
that we would have had to spend to repair the damaged
fender before exercising the trade -in option. Thus
the net difference was $350 over the Barnett bid,
$250 of which we lost because of the accident damage.
2. The City of Apple Valley requests Council consider a reso-
lution regarding the population figures to be used in the
State's local government aid distribution formula. They
request support for H.F.2143 which would allow the Department
of Revenue to use the most recent Federal census in this
formula. The catch is that this would apply only to
cities willing to spend money on a Special Census.
It would be fair only if all cities had a mid - decade
census. A better proposal might be to use the Special
Census figures and the Metropolitan Council's most recent
estimates. Letter from Apple Valley attached.
3. Police Chief invites Councilmen to ride along with police
patrol cars anytime it is convenient for you. Council
should also note the floor tile in the cells, interrogation
room and adjacent hallway and the garage plumbing. All
of the work was done by officers in their off -duty hours.
4. Blaine is resubmitting its application for CDBG funds to
perform improvements to the Judicial Ditch #1 drainage
system. The matter will be presented to the Rice Creek
Watershed District - __., - -_ , at 8:30 p.m. A
public hearing on the matter will be held Tuesday, March 9,

5. Public Service Commission is conducting hearings on North-
western Bell Telephone's proposed rate increase. A hearing
will be held 7th Floor, American Center Bldg., St. Paul, .
Monday, February 23, 2 -5 p.m. and 7 -9 p.m.
