1. Agenda items for March 8th Council meeting. SPECIAL NOTE: The
agenda is fairly heavy, so I've scheduled several items prior
to the 8:15 hearing. All of these items should require very
little time.
ITEM 4. Schluter - Brogger plat consolidates the three minor sub-
divisions previously approved and one additional lot split.
They've agreed to the Planning Commission's request to make the
back lot lines match up. No other problems.
ITEM 5. Bardwell minor subdivision with no problems. Motion to
approve should include stipulation that a satisfactory drainage
and grading plan be approved by the inspection department before
issuance of a building permit.
ITEM 6. Spitzer minor subdivision with no problems if motion is
to approve the Planning Commission's recommendation. Easements
already exist, so not necessary to require them.
ITEM 7. White Oak Builders request to reconsider allowing an
extension of 100 -day deadline. By disallowing, the city and
developer will have to spend unnecessary time repeating the
subdivision process. I think there is reasonable cause to extend
it, because of our city engineer's mistake. It just happens
that Comstock & Davis is also the surveyor for the developer.
(This began prior to Council's request that they not handle
private business that requires city approval.) Either way,
all you need to do is say yes or no to the extension. The
vacation of easements will be considered at your March 22nd meeting.
ITEM 8. Borgen trained dog will be examined by our obedience
instructor, Doris Dechene. I received a call from local kennel
objecting to permit, because dog is attack trained. Also critical
of dog owner who apparently has been blacklisted by several kennel/
schools. Apartment building owner will not allow dog to be off
leash on the apartment property. Owner now works the dog in our
park.
ITEM 9. Miller special use permit for indoor tennis courts.

ITEM 10. Mermaid development agreement. Report attached.
ITEM 11. PACT program lease apparently is satisfactory. School
Board will act on it the same night Council does.
ITEM 12. Midwest Planning has agreed to contract, except 15
mileage. However, they will not argue over it if Council presses.
They submitted list of staff who will be working for us, and rates.
ITEM 13. Comer antenna lease apparently is satisfactory. He will
be present at meeting.
ITEM 14. Council wanted to adopt the Comprehensive Plan and add
the revisions later. These should be ready within a short time.
ITEM 15. Reiterates Council's concern that revenue sharing be
reenacted. Congressman Karth specifically requested this to aid
in support of such legislation.
ITEM 16. Extension of CETA Title VI would continue federal funding
for our four positions. Fifty -five chance that Congress will approve.
