-3- <br />Administrator Achen stated that the dog was examined today <br />and found to be satisfactorily trained. The dog is licensed <br />with the City. He read a letter from the resident manager <br />of the apartment building in which Mr. Borgen resides, giving <br />permission to have the dog unleashed for toilet purposes <br />only. Mr. Borgen stated that the dog is attack - trained, but <br />there is no risk where children are around. <br />Councilman Baumgartner asked him if, when he got his permit, <br />would he let the dog loose on the apartment property? He <br />replied, no, there is not enough room. His main reason for <br />applying for the permit was so the dog catcher would not give <br />him a ticket. <br />Mayor Johnson reminded him that the City of Mounds View has <br />a leash law, wherein the owner may apply for a special permit <br />to be unleashed, but only if under the owner's command. He <br />asked whether there were any citizens who would care to comment. <br />Cameron Thrane, a resident of the same apartment building, <br />stated that he would like to speak for Donald Borgen. He has <br />seen the dog in action and the control that Mr. Borgen has <br />over it. He has a daughter and does not feel that she is in <br />any danger whatsoever. <br />MSP (Hodges- Johnson) to approve a trained dog permit for <br />Donald Borgen. <br />Attorney Meyers reminded Mr. Borgen that a dog unleashed <br />is prohibited on any school grounds or public parks. <br />The public hearing for a trained dog permit was adjourned <br />and Mayor Johnson called to order, at 8:37 p.m., the public <br />hearing on the Roland Miller request for a special use permit. <br />4 ayes <br />1 nay <br />Mr. Tempesta, Produce National Bank Building, will be representing <br />R. Miller. Mayor Johnson explained that this is a request for <br />a special use permit to construct a tennis court and racquet <br />ball club located behind the PAK building at 2828 Highway 10. <br />The building will conform to the Planning Commission's require- <br />ments, is 280 x 140 feet and will have 3 indoor tennis courts, <br />4 indoor racquet and handball courts, an outdoor tennis court <br />and two outdoor racquet ball courts. There will be parking for <br />53 cars. <br />Councilman Shelquist asked him how they will screen the west <br />side and he answered that they presently have a 4 -foot fence, <br />but they want to put in extensive shrubs and trees. Councilman <br />Shelquist inquired as to whether they intend to ask for a <br />liquor license. Mr. Miller replied at this point, no. The <br />lounge would include a spectator area, vending machines, people <br />waiting to play, babysitting facilities. It will be open to <br />the public, but memberships will be available.
