The public hearing on the Roland Miller request for a special
use permit adjourned at 9:03 p.m. and Mayor Johnson called
the regular Council meeting back to order.
Proposed development contract for the Mermaid bowling alley.
Administrator Achen stated that based upon the Council's
request the developer has submitted slightly revised plans.
The lighting has been altered, the kinds of shrubs, etc. have
been specifically set forth. Chuck Hall of the Mermaid was
asked if there is an area where he will use something other
than sodding. He replied that he has a 110 -foot wide gravel
area (actually 2 in. crushed rock) planned which will reduce
the flow of water. Mayor Johnson asked if he had any kind of
a catch basin so that it doesn't trickle out onto County Rd. H.
Mr. Hall replied that the opening should be sufficient for
water to go underneath the road into Rice Creek. There will
be nothing lost in erosion on H.
Councilman Shelquist asked if the access road on County Rd.
H was going to become a channel. Mr. Hall replied that as of
right now it can be directed onto a ponding area. There may
be snow piled on the rock which is one reason why we decided
to put the rock in: a chance to have water seep out when it
comes. The Watershed District is concerned about erosion and
the weir is to catch the debris. Councilman Baumgartner
stated that the debris will end up in the rocks before it
gets to the weir. Your problem is going to be to keep it
clean. Mr. Hall stated that he hasn't had a debris problem
yet and is not anticipating one.
Mayor Johnson asked him how he proposed to keep the water
confined to his lot. Mr. Hall replied that he plans to slow
it down, not keep it on the lot. There will be about 15 feet
of sod and 15 feet of rock as a buffer between his land and
Herbst's.
Mayor Johnson stated that curb and gutter keeps the water
confined to the parking lot and controls where you want it
to run. Mr. Hall replied that he is open to recommendations,
just wants to do a nice job. If it looks nice he will put
it in. Mayor Johnson mentioned that Mr. Hall has a 2 or 3
foot drop from his back door to where the blacktop starts,
going from the back of the building southwest and off of his
lot. There is no runoff to the east.
Mayor Johnson asked how many lineal feet there are around
the parking lot, and Mr. Hall replied that he had no idea but
approximately 1700 feet.
