Mayor Johnson said that if we were to specify curb and gutter
around the parking lot, would you do it?
Mr. Hall stated that he had asked the Planning Commission if
he could avoid it because of snow removal problems. Further,
he would hate to spend that kind of money for what it would
accomplish. Both the Planning Commission and Rice Creek thought
that this would be a sufficient way to handle it.
Mayor Johnson stated that in order to make sure that the water
stays on your lot it would be good to have a concrete curb.
Mr. Hall emphasized that he was not going to have a problem,
but perhaps it could be put in the contract that in the event
that they cannot stop the water from going off the land, then
they will put in a curb. They have put in an underground
sprinkling system and are using the same sod that the Twins'
ballpark has.
Councilman Shelquist asked how he would control the weeds in
the rocks. Mr. Hall said that with gravel and plastic
underneath, there will be no weeds.
Councilman Baumgartner inquired as to where the water goes --
how does it go into the soil with the plastic underneath?
Mr. Hall stated that was a good question.
Mayor Johnson stated that he should take a look at Perkins
next to him. They have a nice parking lot, have concrete
curbs and a good drainage plan. Further, we are requiring
concrete curbing in many other instances -- we have it here at
the city hall. I think it is something you really should
consider. Mr. Hall stated that there is no way that he
would put a trash compactor inside his building; he would
prefer to build an enclosure. But as long as it is confined,
he can see no problem as far as the trash is concerned.
Mayor Johnson stated that perhaps we can back off on the
compactor in exchange for curb and gutter. Mr. Hall replied
that he would rather buy a compactor. Mayor Johnson stated
that they require other developers to put in concrete curb
and gutters, why shouldn't we do that with you? Mr. Hall
stated that if that is what you think and desire, certainly
put it in the contract.
Mayor Johnson said`if you have curb doing the same thing as
the rock you don't need the rock.
Mr. Hall replied that then he would have problems with the
snow. He asked what is the purpose of the curb? Mayor Johnson
said that it was for retaining water on the property. Mr.
Hall said that they are holding the water on their property
with the holding pond and the weirs.
