Councilman Pickar - aye Councilman Shelquist - aye Councilman Baumgartner - aye Acting Mayor Hodges - aye 4 ayes The administrator stated he was going to take this area back to the Planning Commission to clarify it. Perhaps they should review it and make a recommendation to the Council. Councilman Shelquist said that Mr. Gustafson had stated that he had an architect looking at the rest of his lots and he replied that we hired him to come up with something. Councilman Shelquist said that you anticipate coming back before us then. Did he withdraw the additional lots? I still question the kind of fee that he paid. The Administrator stated that he filled out one application and conferred with the Planning Commission but he did not revise the application. Mr. Gustafson stated that it all seemed like discrimination to him. He is just trying to get out from under the taxes. He does not want to lose his land. Councilman Shelquist stated that that is the point. You started develop -., ing your land in one mode and now you are trying to change it. Acting Mayor Hodges stated that we want to work with you and we will talk to and direct our Planning Commission to look into the overall plan for the area and ask you to work with them. The administrator told the citizens present that if the Planning Commission does reconsider the comprehensive plan that their input would be very beneficial to them. Mr. Houle stated that he appreciated Mr. Gustafson's problem but he has benefited because the price of land has gone up. He is not hurting that bad. , There was a 5 minute recess. PUBLIC IMPROVEMENT PROJECT 1975 -4A The administrator stated that this is the Mounds View Square Shopping Center drainage. Since the public hearing there has been indications of severe erosion. The staff prepared for Council consideration a proposal to tile only that section of the ditch adjacent to the SE holding pond. The Council needs to make a decision on what it plans to do. Similar plans have been prepared for a project less than originally proposed and in accord with the staff report at the agenda session. John Bearden prepared the final plans with the thought to extend the culverts onto either side to get a lesser slope. Since that time the Shopping Center has put in a bituminous curb.
