The administrator stated that if he were the property owner it would
bethe_,w sest thing to just not pay taxes on it. Could at least
defer payment of the taxes until the time when they have to be paid.
Mrs. Bonin stated that during the whole process of building the lot
she was told that they could not be assessed above the benefit that
is received from the property. If the lot is not buildable it is
no benefit.
Atty Meyers stated that that is the one consideration the Council has
to face on the grounds that the City created this problem. They
may have to either allow it or have some kind of deferment plan.
Mrs. Bonin stated that she would like to see a deferment until the
other property can be purchased.
Atty Meyers stated that he would recommend a deferment to the Council
if they agree to this.
Councilman Shelquist stated that if nothing is done with that outlot,
it will increase the temptation not to negotiate a price.
Mr.Sjodin stated that times have changed and land does not go back to
taxes like it used to.
Atty Meyers stated perhaps a deferment with a time limit.
Mrs. Bonin stated that if that is the case they won't ask for a
deferment, it would not be a solution to let the interest accummulate.
Mr. Sjodin stated that in effect putting the assessments on this
property did not benefit the present owner. It is making the property
worthless.
Atty Meyers stated that he preferred a deferment only because we have
a handle on the situation.
Mrs. Bonin asked if there was any way they could make a deferment and
eliminate the interest.
Atty Meyers stated that possibly we could certify it to the county.
Councilman Baumgartner asked if there was some way that Mr. Meyers
could get together and talk about the deferment and the legal aspects.
Councilman Shelquist asked the possibility of negotiating with the land
owner and Mr. Sjodin replied that he has approached him twice, but
from his past experience he knows that people change their minds and
maybe he will realize this is the proper thing to do. The situation
right now is that they cannot purchase it. To not approve this or
to approve it and let the interest go on the assessments would be an
undue burden on the citizens.

Acting Mayor Hodges asked the Council what they would like to do on
the matter.
Councilman Pickar: Would like to see some way where we could approve
this. They are entitled to a lot split; would like to come back and
see if there was some way the assessments could be accummulated without
interest with Outlot B as it is and Outlot A as previously recommended.
