October 25, 1976 Page 10 <br />Admin. Achen stated that someone from this firm will be at the next Parks & <br />Recreation meeting. Councilmember Baumgartner asked why a four -sided building <br />was not being used. Eng. Hubbard stated that with the time constraints, the <br />City wanted a building that already had plans drawn. This building makes good <br />use of the area and is very well built. Councilmember Baumgartner stated that <br />this type of building probably would be one - fourth greater in cost than a four - <br />sided building. Mr. Linke stated that this six -sided building is something unique <br />and is visually nice. Eng. Hubbard stated that this building is not quite as <br />elaborate as the ones in New Brighton and he feels it would fit in very well with <br />the neighborhoods in Mounds View. <br />Mayor Pickar asked what fund this $500 would come from. Admin. Achen suggested <br />it come from the General Fund since it is a planning expenditure and could be <br />charged to the Park budget. There are some funds available and this should <br />not deplete it too much. Admin. Achen stated staff needs authorization to pursue <br />this further. The Council will have to approve a contract before any money is <br />spent. <br />MS (Baumgartner- Hodges) to authorize the staff to pursue a grant application for <br />the Public Works Employment Act funds. <br />Eng. Hubbard stated he would like the contract approved before the architect <br />does any work. Admin. Achen stated that the architect may be willing to work <br />and take the risk that the contract will be approved. Eng. Hubbard stated he <br />felt Mr. O'Brien would be willing to start ahead of time. <br />Councilmember Baumgartner stated that the Park $ Recreation Commission <br />may not even like the six -sided building. Engineer Hubbard stated that this is <br />why Mr. O'Brien will be coming to that meeting. <br />CONTRACT WITH METROPOLITAN COUNCIL FOR COOPERATIVE REHABILITATION GRANT PROGRAM. <br />Atty. Meyers stated that everything in the contract appears to be all right. <br />Councilmember Shelquist asked if this would be a revolving fund. Admin. Achen <br />stated that any funds returned to the City would be available for other rehabilitation <br />projects. In this sense it would be revolving. <br />5 ayes <br />MSP (Pickar- Hodges) to authorize entering into a Cooperative Rehabilitation Grant <br />Program, as presented. 5 ayes <br />Mayor Pickar stated that he would like to have a liaison for the Human Rights <br />Commission. Admin. Achen suggested that the entire Human Rights Commission be <br />designated as an advisory committee, along with a staff member and a councilmember. <br />These would be voting members of the advisory committee and along with a citizen <br />member from the Human Rights Commission would serve as the formal Grant Committee <br />which decides who will get the grants. Mayor Pickar stated that he had already <br />talked to Russ Christensen about this. <br />MSP (Pickar- Baumgartner) to appoint Russ Christensen, Mark Achen and John Pickar <br />as the Rehabilitation Grant Committee with the entire Human Rights Commission serving <br />as an advisory board to establish criteria for the distribution of funds of the <br />rehabilitation grant program. 5 ayes <br />ENGINEER HUBBARD had no report. <br />ADMINISTRATOR ACHEN had no report. <br />
