The State people would like to know this before they go through the design stage. Stan Wasielewski, 2219 Stratford Avenue, stated that a man did come around with a petition on the harrier and 35 people were for it and people were against it. These 37 people were all from the mobilo home park. Mr. Jasielewski stated that most of the people he knew were for the barrier since it does get very noisy. He asked if there would be any city cost involved with the barrier. Mayor Pickar stated that the barrier would be entirely financed by the Federal and State government. The people presenting the original plans encouraged participation of the residents to choose the kind and color of the wall. Councilmember Baumgartner stated that when they get done with the final design there will be a final hearing. Changes can also be made then. Mayor Pickar stated he would like to see final action postponed until January 10 to try and get more input from the citizens. Councilmember Baumgartner asked if a staff member could contact the 10 homes that are in the middle section for their input. Administrator Achen stated that the City could send out a letter explaining the barrier along with a postcard asking if they were for or against it and their comments. Councilmember Hodges stated that he felt this would be a good idea. Administrator Achen stated that he did not know how much weight the Council should give it if there was only a 41% to 50% return. It may be better if Mr. Harrington goes around with a petition since he did indicate a willingness to do so. The City could give him the petition. Councilmember Baumgartner stated that it would probably be difficult for Mr. Harrington to give an unbiased opinion since he is very much against the barrier. Administrator Achen stated that it would probably be best to have some- one go out after working hours. He stated that if theCouncil desires he could send someone that knows very little about the barrier. Then this person would not be able to answer the questions or give an opinion. Councilmember Rowley stated that this is a good idea. The petition can indicate that if the person has any questions they could come to the January 10 meeting or contact the City Hall. Councilmember Baumgartner agreed.
