Counci l menher Raumgartner stated that he wished the people present
tonight =could have been present to see the slide presentation that

and 37 mobile home owners also wanted it. There are two mobile home owners
opposed to the barrier. The City petition o;: the residential
property s`ious eight resi -'eats for and four against. Counci lmember
Raumgartner stated that with this information he would be in favor
of the barrier. The view of the Raymond Avenue people must be very
limited if they have to look inhetween the duplexes and mobile homes
to see the cars going by. Councilmember 3aumgartner stated that he
did not think this was a substantial argument.
"Ir. Pittman stated that the freeway was already huilt when the trailer
park was developed, so they knew about the noise.
Couneilmember Rowley stated that there are 21 residents against the
harrier and 47 in favor of it, so she would also he in favor of the
harrier. She stated she can appreciate the people's concern but they
would still have the wildlive view.
Couneilmember 7iebarth stated that there is no simple solution to this
problem but he felt the people in the trailer court had a right to
sone type of quiet period of the day. The trailers are quite close
to the freeway and the bedrooms are toward the back of the trailers.
"rs. I'artje stated that she has lived in that trailer court and the
noise was not that bad. "r. 2rlich stated that the noise level for
the trailers by the freeway a gas from 73 to 75 decibels.
Couneilmember 7ieharth stated that the people in the first row of
houses are in favor of the harrier and the people one or two houses
hack are opposed. The houses that are not in the first row would
get some benefit from the first row of houses. He stated that he
appreciates the comments made because he has not seen the area.
'Iayor Pickar stated that he felt the comments heard tonight carry
more weight then the signatures on the petition. There are an over -
whelming number of people in favor of the wall, but he can appreciate
the problem of closing the residents in.
Councilmenber Rowley stated that there were some people at the first
nuhlic hearing that were in favor of it, so they should he considered
too.
"°r. Erlich stated that their goal was to build this next summer so they
would like the authority to proceed with the design of the project.
There will be another huhlic hearing in three to four months on the
design and landscaping plans. The plans can be changed then if
necessary. The "it -will have to approve the plans before they can
no out for bids. If action is delayed tonight the harrier may not
get done this summer.
