Mr. Harstad stated that there already has been a moratorium for
11/2 years and still the report hasn't been done. Mr. llarstad
stated that he did n 't think that the moratorium was legal.
Administrator Achen stated that Ir. llarstad had started work
without a building permit.
iSP (Pickar - Ziebarth) that action be withheld on issuing building
permits until a study can be done by the Staff and report back to the
Council at the next meeting. 4 ayes
SENATE FILE 103 RELATING TO EXEMPTION OF HOLE IMPROVEiENTS FROM
PROPERTY TAXATION
Administrator Achen stated that he felt this would be of some
interest to the Council as an attempt to provide some tax relief.
The Minnesota League of Cities doesn't have a formal opinion on
the proposal. There are two schools of thought on this. First,
this would provide tax relief to home owners that want to make
improvements that don't increase the living area and second, the
appraisal's office is already behind the way it is without adding
additional exceptions and this is susceptible to different interpre-
tations. There are questions if this proposal provides tax relief
or just relief to certain categories of neighborhoods.
Mayor Pickar stated that he feels Senator Benedicts efforts are good,
otherwise it discourages people from keeping up their houses.
Councilmember Baumgartner stated that something like this was
attempted by a City Council before but one of the arguments was that
the property values are the basic concept of the taxing system. This
may upset the structural system. Councilmember Baumgartner suggested
that the Council not commit themselves until they get a chance to read
the different studies that will be coming.
Councilmember Rowley agreed.
Councilmember Ziebarth stated that it seems the bill is using the
energy crisis to promote it. He stated that his concern is energy
saving devices as improvements. Councilmember Ziebarth stated that
Rep. Myson is involved with a bill of this type that has a better
chance of passing.
PROPOSED COMMUNITY DEVELOP'IENT BLOCK GRANT APPLICATION
Administrator Achen explained how the Staff reviewed this matter
and pointed out the different sections of the Hillview Area and what
work is needed in each section. The proposal that the Staff is
suggesting contains two of the three major outlets for the storm
drainage. Administrator Achen recommended the City apply for 00,000
and use this for the single family portion of the assessments. The
City would have to spread the rest of the assessment cost against
the single family hones but it will be less than one -sixth of what
