HomeMy WebLinkAboutgr00090_000043_pg046PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A regular meeting of the Mounds View City Council was called to order by Mayor Pickar at 7:30 PM, February 28, 1977, at Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. Members Also present: Mayor Pickar present: Clerk - Admin. Achen Councilmember Ziebarth Engineer Hubbard Councilmember Rowley Atty. George Seltz Councilmember Baumgartner Councilmember Hodges MSP (Baumgartner - Rowley) to approve the minutes of the February 14, 1977, regular meeting. 4 ayes 1 abst. Councilmember Hodges abstained as he wasn't present at the February 14th meeting. CITIZEN COMMENTS AND REQUESTS: There were none. MSP (Hodges - Pickar) for approval of the consent agenda. Councilmember Ziebarth asked the definition of a "general amusement device" addition to the Launching Pad's license. Admin. Achen explained that the City has set fees for operation of mechanical amusement devices -- one fee for each pinball -type machine and another fee for each other type device. The Launching Pad is adding another machine to their existing license; it is not a pinball -type machine, so they were charged the $25 fee for adding a general type machine to the license. Councilmember Ziebarth questioned whether Gopher Carnivals had been informed of the City's new ordinance governing carnivals and amusement rides. Admin. Achen stated Gopher had been sent a copy of the ordinance and the police and fire chiefs had reviewed the application. Mayor Pickar asked what type of background check is done on the contractors requesting a license? Admin. Achen stated that refer- ences are checked in cities where the contractor has been previously licensed and the Better Business Bureau is contacted. It is not an indepth background check. Atty. Meyers has indicated that the City would have to have a solid case to deny a license, particularly in the case of a general contractor where the City would be denying him his livelihood. Therefore, the City has been on the lenient side on issuing licenses. Vote on the motion to adopt the following consent agenda: 5 ayes ITEM A. Adopt Resolution Nos. 807 -808 authorizing the reappor- tionment of the special assessments for the following subdivisions respectively: Gary Lindgren for minor subdivision of property located at 8375 Eastwood Road and George Payne for major subdi-
