CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called
to order by Mayor Pickar at 7:30 PM, March 28, 1977, at the
Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112.

MSP (Baumgartner- Hodges) to approve the minutes of the March 14,
1977, regular meeting. 5 ayes
CITIZEN COMMENTS AND REQUESTS: Howard Neisen, 5150 Irondale Rd.,
expressed his appreciation for the flowers sent to his mother's
funeral. He discussed the tax breakdown areas and tax increases.
There was a memo from Admin. Achen which basically provided
figures on assessed values, levies and mill rates. The average
tax increase should have been about 13.4 %.
Councilmember Baumgartner questioned whether the State will
provide financial assistance for dutch elm control in the cities,
and whether cities will be required to match state funds.
Representative Neisen indicated that several proposals are pending
in the Legislature on the subject of shade tree disease control.
He is not certain which proposals have the most likelihood of
passage.
APPROVAL OF CONSENT AGENDA: Mayor Pickar asked that Item C be
removed from the consent agenda with regard to approval of speci-
fications for the purchase of front mounted rotary mower.
MSP (Pickar- Baumgartner) to approve the following consent agenda
items, with the exception of Item C:
