car. Due to problems beyond their control, the delivery was
postponed for a lengthy period of time. After the strike was
resolved and the assembly plants going again, they informed the
City that delivery could be made within a very short period of
time. However, due to backup orders, all special orders such as
police cars, were set aside until production was caught up. Thus
the car was delayed even longer. The City finally cancelled the
order and placed one with Chrysler, at a higher cost.
Admin. Achen stated that this matter had caused the City to suffer:
the trade in unit was in bad repair and hampered police operations.
In addition the city had to pay more for the vehicle it finally
did receive. He stated that the dealer should have been more
open and honest about the delivery date. However, in the interest
of good community relations Mayor Pickar stated that perhaps
the check should be returned to Art Goebel Ford. The City would
like to have more bidders on police cars and would not want to be
blacklisted by this incident.
MSP (Hodges - Ziebarth) to return the bid deposit to Art Goebel
Ford with a note from the City Administrator explaining the city's
concerns in the matter.

COUNCILMEMBER HODGES requested that the survey for the Ramsey
Council Welfare Department be put on the agenda for the next
Council agenda meeting. He mentioned that he had received
the fire department annual financial report.
COUNCILMEMBER BAUMGARTNER reported that he had received complaints
of trail bikes on the Kraus - Anderson property. The "No Trespassing"
signs from last year are down, and the bikers from outside the
city apparently are practicing in the area. He requested that
the City contact whoever they talked to last year to get the signs
back up and to have the police enforce it, so as to nip it in the
bud.
COUNCILMEMBER ROWLEY had no report.
COUNCILMEMBER ZIEBARTH had no report.
ENGINEER HUBBARD had no report.
MAYOR PICKAR discussed the CLEAN DAY APRIL 23rd. Official letters
will be sent out, and Council seek assistance from civic organiza-
tions as in the past. Councilmember Hodges stated that there were
two extra cases of trash bags from last year in the maintenance
building. Mayor Pickar stated that he will not be in town for
the next Council meeting and asked Councilmember Hodges to officiate.
