CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called
to order by Acting Mayor Hodges at 7:30 PM April 11, 1977, at
the Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112.

CITIZEN COMMENTS AND REQUESTS
Allen Zepper, 5255 Irondale Road, explained to the City Council
the problems he is experiencing in getting bonded for fencing.
Bonding is presently required in Mounds View and Mr. Zepper
has found it extremely difficult to get bonded because he
has not been in business seven years, which is a major require-
ment. Also, if he were able to meet the requirements, he would
have to post $343 for the first $1,000 bond. Mr. Zepper stated
he had called 35 communities at random from the telephone
book and that only five require licenses, 12 require permits,
and only St. Paul requires a bond. Mr. Zepper asked that the
City Council check into the bonding issue.
Acting Mayor Hodges stated that the City Council should check
into the issue.
Admin. Achen stated that Mr. Zepper would not be able to work
until he either was bonded or until the City took action on
the issue, and that he could have information available for
the Council at the next meeting if they wanted to wait that
long.
Councilmember Ziebarth stated that he could not make a
decision on the issue during this evenings meeting but that
it should be discussed. It was decided that the bonding issue
would be discussed at the next City Council meeting.
Carol Ziebarth, 5150 Bona Road, expressed concern to the City
Council of a possible water shortage for the coming summer
and asked that the Council consider enforcing water restrictions
for the City of Mounds View, i.e. alternate days for watering
lawns, to get ahead of any situation that might arise.
