ITEM D. Approve the December.19, 1977, bills for payment.
Councilmember Ziebarth stated that he was concerned with the amount of time spent
on recent calls to the Launching Pad by the Police Department and asked if there
was a specific problem.
Administrator Achen replied that a citiation had been issued and that the time
spent also included that spent at the station as well as at the Launching Pad.
He also pointed out that three officers had been working on the case and the time
involved was their combined time.
Mayor Pickar recessed the general meeting and reopened the public hearing on the
Tomas Addition.
TOMAS ADDITION PRELIMINARY PLAT
Administrator Achen reported that he had received a memo from Engineer Hubbard
concerning the development of lots 3 and 4 and possible water problems. In his
memo Engineer Hubbard stated that he felt with a 50 or 100 year storm, the water
could be handled by the swell, and the only stipulations that would be necessary
to insure prevention of water problems would be to specify the final grading for
the elevation of each of the houses on each of the lots, with split entries being
on lots 3 and 4, and requiring drain tile for the houses on lots 3 and 4, erosion
control at the outlet of the pipe and realignment of the pipes on lot 3.
Walter Truh, 2406 Woodcrest pointed out that none of the lots are up to code since
they do not have the required square footage or frontage and asked what the hard-
ship would be for the City to approve the development of five lots.
Mayor Pickar replied that the hearing was for the Council to determine what the
hardship would be, if there was one.
Mr. Truh asked how many cuts there were in the sewer and water pipes. Council -
member Ziebarth replied that there were four cuts. Mayor Pickar added that it
would be the financial responsibility of the developer to put in the other cuts.
Mr. Truh stated that he had checked with the builder of the homes across the street
and that those houses would be in the $55,000 to $60,000 price range and stated
that he did not feel the houses should be crowded in just to keep the cost down.
Gene Tomas, developer of the property, stated that the cost of the houses would be
between $50,000 and $55,000 this year and that he expected a 10 percent increase
