CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called to order by Mayor
Pickar at 7:30 PM on May 8, 1978 at the Mounds View City Hall, 2401 Highway 10,
Mounds View, Minnesota 55112.

MSP (Ziebarth - Rowley) to approve the minutes of the April 24, 1978 meeting.
Councilmember Hodges stated that he was abstaining from the vote as he had not been
present at the April 24, 1978 meeting.

John Nieswak, 2311 Oakwood Drive asked when the SDM fund had been established and
put into effect. Mayor Pickar replied that it had been established a few weeks
ago and put into effect immediately, at the April 24, 1978 Council meeting.
Mr. Nieswak asked why the people of Mounds View were not informed of it. Mayor
Pickar replied that the issue had been discussed at the meeting on April 24 and
added that the fund should have been established a long time ago. He explained
that the SDM fund will place an assessment against anyone who adds square footage
to non - drainage lands, which allows the City to build a cash reserve for the drainage
problems it has.
Mr. Nieswak stated that he felt the assessment penalizes the people who want to
develop in the City. Councilmember Ziebarth replied that he felt the issue could
be looked at two ways, whether you are the one being assessed or the one experiencing
water problems. He added that in the long run the fund will pay off.
Mr. Nieswak stated that he had had water problems three years ago and took care of
them and thus did not feel he should have to help pay for the system. Administrator
Achen replied that the philosophy is that anyone who adds on causes their water to
go somewhere else and thus contributes to the overall drainage problem in the City.
He added that the fund will be used solely to assist in drainage improvements.
Mr. Nieswak asked if the SDM fund applies to every type of building permit issued
in Mounds View. Mayor Pickar replied that everyone is assessed for any type of
improvement that will affect the run -off rate.
