APPROVAL OF CONSENT AGENDA
Councilmember Rowley requested that Item A be removed from the Consent Agenda.
MSP (Rowley - Hodges) to approve the consent agenda as follows:
ITEM B. Authorize execution of a memorandum of understanding with the Twin Cities
Tree Trust for city participation in the Ramsey County tree nursery
facilitiy.
ITEM C. Appoint William D. Flynn as part -time, summer park maintenance laborer
effective May 1, 1978, at an hourly rate of $3.00.
ITEM D. Approve the May 8, 1978, bills for payment.
ITEM E. Approve the following licenses:
GENERAL CONTRACTORS - expire 6/30/78
Gilbert Construction Co. Inc. - renewal
1202 Jackson St.
St. Paul, MN 55117
Arrow Fence - renewal

Cedar, MN 55011
Councilmember Rowley stated that she was curious as to how the decision to purchase
two picnic kits was arrived at. She stated that she felt other items were needed
more, such as picnic tables, signs identifying parks and trash barrels.
Park Director Anderson replied that he had presented a memo to the Park Commission
outlining four alternatives and that it was felt picnic kits would be of the most
direct benefit to the community. He added that notification that they are available
will be made in the summer bulletin.

MSP (Pickar - Ziebarth) to approve Item A, to accept the recommendation of the Park and
Recreation Commission to purchase two picnic /outing equipment sets for loan to
residents. The purchase shall be made with funds donated by the Mounds View Snow-
mobile Club. 5 ayes
Mayor Pickar recessed the general meeting and opened the public hearing on Pleasant
Acres.
RESIDENTIAL DEVELOPMENT PLEASANT ACRES REVISED PRELIMINARY PLAT
Administrator Achen reported that the applicant, Keith Harstad, had come before the
Council in February and that the Council approved a plat which included only the three
southern most lots. There were two separate physical parcels and there were also some
questions at the time on the part of both the City and developer as to the two outlots
that were proposed. Administrator Achen added that since that time the developer has
removed the outlots and created two large lots. The developer had hoped to consolidate
the outlots with the adjacent land. Also, the parcel of land which was owned by the
Rosenquist's was not included in the plat although a portion of that property was
