Mayor Pickar suggested that the Task Force could review the Planning Commission recommendations and add their own comments at that time. Councilmember Rowley asked the City Attorney if he felt the Task Force should review items before the Planning Commission. Attorney Meyers replied that according to Resolution #892, the policy applies to all development proposals as referred to in Chapter 59.07, and the way the resolution reads, he does not interpret it that the Task Force should review each application. Councilmember Rowley stated she felt the Task Force should review the items before the Planning Commission does as they may contradict what the Planning Commission recommends. She added that she feels the applications should go from Staff, to the Task Force, to the Planning Commission, and then to the City Council. Mr. Loeding stated that he could agree with that order and asked if the Planning Commission reviews all items. Councilmember Baumgartner replied that they see everything except building permits other than commercial or industrial. Mr. Loeding stated that he would prefer the Task Force reviewing all permits. Engineer Hubbard replied that that would present a problem if the Task Force were to review all building permits as there is a 24 hour wait from the time a permit is applied for, and if the Task Force reviews them, there could be a time problem. Mr. McCarty stated that he felt the Task Force has more manpower to get out and look at developments overall and that he would like to prevent problems before they start. Attorney Meyers stated that the City could refuse to issue a building permit if the applicant was going to contribute to the problem but that the Court could order a permit issued. Mr. McCarty stated he would like to know where the Task Force fits in. Attorney Meyers replied that the Task Force will be involved in anything under Chapter 59.07. Mayor Pickar added that it could be pinpointed even better at the next Task Force meeting. Councilmember Rowley asked if the Task Force could go out at look at the City and indicate on a map the lots they feel are not buildable and check back with Staff so Staff could notify them when those particular lots were going to be built upon. Mr. Loeding stated that he would be willing to look at the building permits after they were issued. Administrator Achen asked the Council to clarify what is going to be required of Staff since the policy was adopted in the resolution covering more than two single family homes and the Task Force is saying that that may be a major part of the problem. He asked how far Staff is to go and what will be required of them in helping the Task Force. Mayor Pickar replied that the Task Force should be able to review the building permits. Administrator Achen stated that he presumes the Task Force will want to review the permits in accordance with storm drainage and pointed out that the file will not indicate what they are looking for. He added that he does not want the Task Force frustrated with the Staff because the building permits will not give them the information they are looking for.
