PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A special meeting of the Mounds View City Council was called to <br />order by Mayor Pickar at 7:12 PM on May 30, 1978 at the Mounds <br />View City Hall, 2401 Highway 10, Mounds View, Minnesota 55112. <br />Members present: Also present: <br />Mayor Pickar <br />Councilmember Hodges <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Members absent: <br />Councilmember Ziebarth <br />Clerk - Administrator Achen <br />Administrator Achen explained that this special meeting was <br />called because Council already decided to meet tonight with the <br />Storm Sewer Advisory Task Force. Since it would be three, rather <br />than two, weeks between regular Council meetings, this was an <br />opportunity to handle two items of pending business, selection <br />of a finance officer and final plat action on the Pleasant Acres <br />plat proposed by Keith Harstad. <br />Mayor Pickar reviewed the administrator's recommendation that <br />Donald Brager be offered $17,500 to start and $19,000 after <br />successful completion of the probationary period and up to $800 <br />toward the costs of moving his household from Fairmont to the <br />Twin Cities. <br />MSP (Baumgartner- Rowley) to authorize the administrator to offer <br />Donald Brager $17,500 a year to start, $19,000 after successful <br />completion of the probationary period, and up to $800 moving <br />expense. <br />Mayor Pickar asked whether the Storm Sewer Task Force had any <br />comments on the Pleasant Acres plat. <br />Neil Loeding noted that the lots in this plat on Spring Lake Road <br />drain into a system which is inadequate for a three year storm <br />according to the SEH Report. However, he prefers the approach <br />Council is taking by making a common sense evaluation of the <br />potential drainage problems rather than relying solely upon a <br />technical engineering report. <br />4 ayes <br />MSP (Pickar - Hodges) to adopt Resolution No. 899 approving the final <br />plat of Pleasant Acres subject to the following conditions: no <br />basement be constructed less than 907 in elevation without drain <br />tile; garage floor elevations shall be a minimum of 18 inches <br />above street centerline grade; payment of the SDM charges. 4 ayes <br />
