Mr. Sjodin replied that it could be done but would not be practical. Councilmember Rowley read the statute which prohibits construction of a building which would obstruct a future road going through. Attorney Meyers added that a street plan would have to be adopted. Councilmember Baumgartner reported that on April 26, 1978 the Planning Commission recommended that the Council approve the minor subdivision request with the stipulation that a covenant with the deed be filed which would restrict development until the Knollwood extension was resolved, or a specific period of time, which would prohibit development of Lot B. Mr. Sjodin stated that he would agree to initiate action on the street improvements if he received approval of his request for the minor subdivision. Councilmember Baumgartner replied that he did not feel a hardship had been shown and that he felt the cart was being put before the horse without knowing where the road was going to be. Councilmember Rowley reported that the Planning Commission would be addressing the issue of 85' lots versus 75' lots at the June 14 meeting and that she would like to know that status of that. Councilmember Ziebarth stated that the Council was getting criticized for not getting enough input and stated that he would like to know what the other residents not present would like. He added that he would like to know the specific variances Mr. Sjodin was speaking about that had been reportedly granted earlier. Councilmember Ziebarth also stated that he had not seen the proof he would like for a hardship and that he would also like to know safety statistics on the location of the road, since he personally felt a jog in the road would be detrimental as it could promote lawn running and so forth. Mayor Pickar stated that the hearing had been continued previously with the specific request that a survey be done, yet Mr. Sjodin was saying he would not do such a survey until the subdivision was approved. Mr. Sjodin replied that the location of the road did not resolve the question of the variance for two 772' lots and that he did not want to go to all the trouble of a survey if the request was not going to be approved after all. SMITH TRANSFER DEVELOPMENT AGREEMENT Administrator Achen reported that Smith Transfer has requested a building permit to extend their loading dock. Farrell Johnson, representative for Smith Transfer, stated that they would like to put on an 80' addition to the dock section of the terminal. He added that the area is presently an asphalt surface.
