CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called to order by Mayor
Pickar at 7:30 PM on Monday, November 13, 1978, at the Mounds View City Hall,
2401 Highway 10, Mounds View, Minnesota 55112.

Councilmember Hodges
Councilmember Rowley
Councilmember Ziebarth
Clerk- Administrator Achen
Attorney Meyers
MSP (Rowley- Hodges) to approve the minutes of the regular meeting of October 23,
1978 as corrected. 4 ayes
1 abstain
Councilmember Baumgartner stated he was abstaining from the vote as he had been out
of town for that meeting.
Councilmember Hodges asked that the word "cards" on page 2, paragraph 8 be corrected
to read "cars ".
Councilmember Ziebarth stated that in his report at the October 23 meeting he had
indicated there would be a Park and Rec meeting on October 26 at 6:30 PM but that
the meeting had been changed to November 2.
Mayor Pickar stated that on November 9 the Council had met to canvas the votes and
certify the election. He stated he would like to direct the City Administrator to
include the two new elected officials in the agenda packet distribution.
MSP (Pickar- Hodges) to accept the minutes of the special meeting on November 9,
1978. 5 ayes
CITIZENS COMMENTS AND REQUESTS
Dennis Flanigan, 8285 Pleasant View stated that he was the Cub Scout director for
Pack #167 and stated that the troop would like to sell Christmas bows door to door
and asked what permission would be required.
Mayor Pickar replied that the usual procedure for organizations such as the Cub
Scouts is to put the request in writing and the City will then waive the fee.
MSP (Pickar - Rowley) to approve Scout Pack #167 to sell Christmas bows after filing
a proper application. The fee will be waived. 5 ayes
