Pat Delaney, owner of the apartment building at 7666 Woodlawn stated
that he would like the addresses to remain the same. He stated that
he had owned the property for 15 years and had built the apartment seven
years ago and that it would be very inconvenient for his residents to
have their address changed. Mr. Delaney presented Mayor Pickar with
a plan he had worked out for the renumbering.
Administrator Achen pointed out that by changing the three addresses
the City was proposing, it would alleviate having to change all the
other addresses on the block, as Mr. Delaney's plan would involve.
Helen Sari, 7666 Woodlawn stated that she and her husband had lived
at that address for nearly seven years and that they were volunteer
membership directors for a Finnish society, which involved numerous
mailing each year and several hundred dollars worth of stationery and
supplies. She stated that it would entail an enormous amount of work
to get their address changed. She also stated that she would like
the City to compensate her for the cost of the changes.
Attorney Meyers stated that the City had had a major change five years
ago, and that one would always cause some disruption but that the City
is not required by law to compensate for the cost. He added, however,
that they could allow as much time as possible for the change to be
made.
Mr. Sari stated that he felt the numbers should have been changed a
long time ago. Mrs. Sari added that enough numbers should have been
left at the time of the planning for the vacant land.
Councilmember Ziebarth pointed out that the design of that block is
not normal and that it would have been difficult to anticipate several
years ago what would be built. He also questioned if Mr. Delaney's
proposal would solve the problem.
Administrator Achen replied that there are eight units at the 7666 address
and the other properties involved are duplexes.
Councilmember Ziebarth stated he would also like to see the other half
of the problem. He added that it could possibly present more of a
problem for the eight residents of the duplexes to change their addresses
than the eight residents of the apartment.
Councilmember Baumgartner suggested that the hearing be continued and
that the people at 7624, 7628, 7632, 7638, 7644, 7648, 7652 and 7658 be
notified of the proposed change and have them come in with their comments.
Councilmember Ziebarth stated he would like to have a work session with
Staff and the residents and review both plans. Administrator Achen
agreed that the issue did not have to be decided immediately and that
a work session could be set up for mid - January and continue the public
hearing until the next Council meeting after the work session.
