CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called to
order by Mayor McCarty at 7:35 PM on January 8, 1979, at the
Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112.

Councilmember Rowley
Councilmember Ziebarth
Councilmember Forslund
Clerk - Administrator Achen
Attorney Meyers
MSP (Hodges- Rowley) to approve the minutes of the regular meeting
of December 18, 1978, as presented. 3 ayes
2 abstain
Mayor McCarty and Councilmember Forslund abstained from the vote.
Councilmember Forslund stated she would like the January 2, 1979,
minutes corrected in the third paragraph on page 1 to include the
title of notary public for Dorothy Sandgren.
Councilmember Forslund also stated that she would like the wording
changed in the second to the last paragraph on page 2 to reflect
that each Councilmember would be a liaison with each department
head.
Mayor McCarty stated he would like the minutes changed to read on
page 1, third to the last paragraph, that Councilmember Forslund
would fill the Planning Commission liaison position only.
MSP (Ziebarth - Hodges) to approve the minutes of the special meeting
of January 2, 1979, as corrected. 5 ayes
CITIZEN COMMENTS AND REQUESTS
John Pickar, 2299 Knoll Drive, asked Councilmember Forslund for
a clarification of her statement that she wanted each Councilmember
to be a liaison for a department head. He stated that in the past
the City Administrator has directly supervised the department heads
and asked if she wanted to change that policy. Councilmember Forslund
replied that she was advocating that change since she felt the Council
could expedite policy making decisions much quicker than the Administrator.
Mr. Pickar asked Mayor McCarty for clarification of a statement he had
made in his speech of January 2, 1979, stating he was against development
of business property unless the developer could prove the development
would be of benefit to the City. Mayor McCarty stated his actual position
