Mr. Pickar asked if there was a formula Mayor McCarty was using to decide benefit to the Ctiy. Mayor McCarty replied that he was drafting a policy which he would present to the Council on January 15 regarding the issue. APPROVAL ,OF THE CONSENT AGENDA Mayor McCarty stated that Under Item A on the consent agenda, he had talked to the residents involved with the street light and that one person at. 7927 Greenfield had expressed concern with a tree in his yard which he did not want harmed. Mayor McCarty asked for a definition of a municipal engineer. under Item E. Administrator Achen replied that the language of the resolution assumes that the City has designated an engineer. Attorney Meyers stated that Under Item G for health insurance coverage, the specifications should be changed to require the minimum coverage provided in State statutes. MSP (Mcarty- Hodges) to amend Item G on the consent agenda, that the bids shall, at a minimum, conform to Chapter 62 E. 06, Subdivisions 1 and 2, 1977 Minnesota Statute, and that notice to bidder be amended accordingly. 5 ayes MSP (Ziebar_th -- Rowley) to approve the consent agenda as amended: 5 ayes ITEti A. Order installation of one 100 watt high pressure sodium street light in the general vicinity of 7923 -7927 Greenfield Avenue in response to the citizen petition submitted September 14, 1978. The petition request meets the criteria of the street light installation policy adopted in Resolution 0946. ITEM B. Transfer 1978 revenues of $22,397.57 from the Special Police Fund to the General Fund pursuant to Council designation of Special. Police Fund revenues for payment of police pension expenses. ITEM C. Authorize Clerk- Administrator to execute Modification No. 1 to the Ramsey County CETA Public Service Project Subgrantee Agreement. This Modification extends CETA funding for the mechanic's position through September 30, 1979. The adopted 1979 Budget provides full city funding of this position effec- tive October 1, 1979. Estimated CETA revenue for the salary and associated costs of this position in 1979 totals $9,437.00.. ITEM D. Authorize increase in Community Service Officer's hourly rate to $3.75 effective January 1, 1979, per the 1979 Budget..
