Administrator Achen stated that the necessity of replacing the demolished squad car may have been a blessing in disguise since it will postpone for several years the need to replace the unmarked car. Administrator Achen reported that at the December 18, 1978, meeting Council had designated individuals to sign City checks and that the Clerk - Administrator rather than Deputy Treasurer should have been designated. MSP (Rowley - Ziebarth) to authorize the Clerk- Administrator to sign checks and delete the finance director's signature. 5 ayes Administrator Achen reported that the Council had been given copies of the adopted 1979 Budget, which replaced the proposed budget. Administrator Achen stated that the Council had been presented copies of the press release regarding commission vacancies. Administrator Achen reported since the City's bookkeeping machine had broken down in November, payroll had been prepared by hand, anticipating the RCCM payroll program being available in January. He added that the City has been informed it will not be ready now until July, so the City will use Tab Service Bureau, Inc. in the interim. Administrator Achen requested Council authorization to supplement available revenue sharing monies with 1978 General Fund surplus of not more than $2,000 to purchase and install the maintenance garage hoist. Mr. Doty recommended the City look into purchasing a used hoist. MSP (Ziebarth- Hodges) to authorize the expenditure for 1978 General Fund surplus not to exceed $2,000 for the garage hoist to supplement revenue sharing funds that have already been appropriated. Administrator Achen recommended that Council authorize Comstock & Davis to file for final payment under municipal state aid funding of Project 1973 -4. MSP (Hodges - Ziebarth) to direct the final payment for municipal state aid under Project 1973 -4 be deposited in the Revolving Improvement Fund. 5 ayes Administrator Achen requested that Council authorize a pay raise for the mechanic to maintain the mechanic's rate at 95% those of maintenance men. MSP (McCarty - Ziebarth) to pay the mechanic 95 percent of the Local 49 rate, which is $7.15 per hour, retroactive to January 1, 1979, and set it 100 percent on the second anniversary date from the date of hire. 5 ayes
