Council would have to weigh the information. He added that any source
the Council received information from could be required to go to court
to testify. Mayor McCarty added that they must rely on the elected
officials and appointed commission members to determine what information
is valuable.
Councilmember Ziebarth stated he would like an ending date for the
committee. Mayor McCarty stated it would be January 1, 1980.
Mr. Loeding asked the Council to state they are accepting the principals
and goals. Mayor McCarty replied that the statement was read at the
beginning and the Council has agreed to it.

Guidelines as presented on February 12, 1979. 5 ayes

WATSON REQUEST FOR SEWER CONNECTIONIND IMPROVEMENT
Acting Administrator Anderson reported that Mr. Watson met with Official
Rose on January 10, 1979 and is interested in hooking into Mounds View's
sewer system as Blaine does not have the facilities available for them
to hook into. He added that Official Rose had outlined three requirements
for the applicant and the applicant is willing to meet them and has
presented a letter of formal request to the City.
Official Rose outlined the three requirements he had given the developer
and explained that Mr. Watson has requested to hook up to Mound View because
Blaine's system is at least half a mile away from where they plan to
develop. He added that a joint powers agreement could be entered into.
Mr. Doty asked what benefit a joint powers agreement would be to Mounds
View. Official Rose replied that they would be paying a sewer bill to
Mounds View and would be assessed for the improvements.
John Forsberg stated he was representing Mr. Watson. He explained that
Blaine would not have services available to the property for two to five
years and that they could not wait that long. He added that they would
be willing to pay for the services.
Attorney Meyers recommended that Mr. Forsberg see if the owner would be
willing to annex into Mounds View. He added that Mounds View would not
have any control over what goes in on the property after they put in a
line.
Councilmember Rowley stated she felt there were a lot of questions to
be answered and that they must know what is going on the property before
making any decision.
Mayor McCarty stated that Staff would send a letter to Mr. Watson, out-
lining the information the City would like.
