February 12, 1979 Page 12 <br />POLICY ON CHECK SIGNER <br />Acting Administrator Anderson reported that Council had earlier given <br />approval for the use of a check printer and that he would now like <br />formal Council approval of its use. <br />MSP (Rowley- Hodges) to authorize the use of the check printer to issue <br />all payroll checks and related transfers and tax remittances without <br />prior approval of Council when said payroll checks are based upon <br />salaries set by the Council, to issue refunds of recreation program <br />fees and make payments on bills for budgeted items where a discount <br />would be lost without prior approval of the Council. 5 ayes <br />MSP (McCarty- Rowley) to amend the previous motion to set the limit, <br />except for payroll checks, for $1,000. 5 ayes <br />COUNCILMEMBER FORSLUND'S REPORT <br />Councilmember Forslund reported that she had spent February 9 at the <br />Maintenance Garage and found it very interesting and informative. <br />COUNCILMEMBER ROWLEY'S REPORT <br />Councilmember Rowley reported that she had presented the Council with <br />copies of her suggested resolution on the airport and that she would <br />appreciate getting their comments and suggestions back, and she would <br />make it into a formal resolution. <br />Councilmember Rowley reported that the Lakeside Park Commission would <br />begin meeting at the Mounds View City Hall on the second Thursday of <br />each month at 7:30 PM. She explained that they had met for some time <br />at the Spring Lake Park City Hall but were locked out many times. <br />She added that the at -large candidate is from Mounds View this year <br />and will be appointed by the commission. <br />Councilmember Rowley reported that the department tours had been cut <br />short and stated that she would like to continue them, perhaps before <br />agenda meetings. Acting Administrator Anderson replied that he would <br />check with. Staff and try to arrange a schedule. <br />COUNCILMEMBER ZIEBARTH'S REPORT <br />Councilmember Ziebarth reported that he had received a complaint from <br />the resident at 5130 Bona Road, that his fence had been damaged by the <br />City crew when they were trying to clear the pathway between Edgewood <br />and Bona Road. He added that the resident himself had gone out there <br />with ;z_s own snowblower and cleared the path when the City equipment <br />couldn't get through. Acting Administrator Anderson replied that he <br />would check into it and see that the fence was repairE -d. <br />Councilmember Ziebarth asked that the Mermaid and Country Kitchen be <br />reminded that flashing lights are not allowed in Mounds View. <br />
