Mayor McCarty noted that the Charter Commission would be meeting on February 21, with an agenda meeting at 7:00 PM and the regular meeting at 7:30 PM. MAYOR MCCARTY'S REPORT Mayor McCarty reported that there would be an airport meeting on March 13 at 7:30 at the Centennial school. ACTING ADMINISTRATOR ANDERSON'S REPORT Acting Administrator Anderson reported that the Police Department has been notified of the change to the 35 mph speed limit on County Road H2 from T.H.10 to the western County limits and they are enforcing it. Acting Administrator Anderson reported that the League of Minnesota Cities Legislative Action Conference is set for Thursday, March 1 and he must know by February 16 who plans on attending. Acting Administrator Anderson reported that the total amount of State Aid monies allocated for the stop sign at T.H. 10 and County Road H -2 was $16,964.64, which leaves the City with a balance of $501,206.99 yet to be allocated. Acting Administrator Anderson reported that Staff had attended a meeting with MnDOT on new Highway 10 and they will keep the Council posted. Acting Administrator Anderson reported that the hearing for Bill Beim had been changed to March 12 due to extra notification being required since it was an assessment hearing. MSP (Forslund - Ziebarth) to set the financial assessment hearing for Project 1978 -3 on March 12 at 7:40 PM. 5 ayes ATTORNEY MEYERS' REPORT Attorney Meyers reported that when Ordinance #1 was adopted several years ago, charging $1,000 per year for race tracks, the race track in question at that time had annexed to Blaine. Councilmember Forslund reported that the annual Appreciation Dinner was scheduled for April 7, 1979.
