Mayor McCarty asked Staff to check with engineering firms to see what
they would charge for a consulting engineer.
• Mr. Doty stated that he felt the Council had made an error in bringing
in an engineering firm who has a stake in the outcome of the storm
drainage in the City.
MSP (Ziebarth - McCarty) to reconsider the previous motion. 5 ayes
MSP (McCarty- Ziebarth) to rescind the motion to have Short-Elliott-
Hendrickson at the meeting. 5 ayes
MSP (McCarty- Ziebarth) to ask Chuck Hubbard to come as the engineer
to the April 21 meeting. 4 ayes

Acting Administrator Anderson asked what hourly rate Mr. Hubbard will
be paid, whether he will be a representative of his firm or there as
a private individual, and where the money will come from to pay for him.
Mayor McCarty replied that he was not concerned with where the money
will come from, as it is small compared to some of the other expenditures
the Council has approved that were not budgeted for.
POLICY ON XEROXING COUNCIL PACKETS
Mayor McCarty reviewed the policy on xeroxing Council packets, to have
available to the public.
Councilmember Ziebarth asked that Staff let the Council know if it becomes
a problem with making the copies.
MSP (McCarty - Rowley) to direct Staff to post the relevent material to
items being discussed at Council meetings for public viewing, as stated
in item 9 of the Administrator's report dated April 9, 1979. 5 ayes
COUNCILMEMBER ZIEBARTH'S REPORT
Councilmember Ziebarth reported that he had received a letter from a
resident who had to pay an interest penalty on his tax assessment because
he did not receive a notice with the exact amount of the assessment
from the City, and thus had to pay the County.
Councilmember Ziebarth stated that he had been asked to address the
issue of rewriting the administrators duties, and that he disagrees
