CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called to order
by Mayor McCarty at 7:35 PM on April 23, 1979 at the Mounds View City
Hall, 2401 Highway 10, Mounds View, MN 55112.

Councilmember Rowley asked that the April 9, 1979 minutes be corrected
on Page 8 to read that she could not agree with Mr. Loeding's suggestions
for changing the administrators description.

corrected. 5 ayes
CITIZEN COMMENTS AND REQUESTS
Mayor McCarty gave an explanation of what he had referred to at the previous
meeting in hiring Chuck Hubbard as a consultant.
Roger Baumgartner stated that he would offer some free advise to the
City, in that John Beardon had stated earlier that the Citizens Task
Force report did not have a workable solution. Councilmember Rowley
also stated that Mr. Beardon had made that statement.
Neil Loeding, no address given, asked if the Council had the authority
to prohibit citizen input at public meetings. Attorney Meyers replied
that they did not at public hearings but that at informational meetings
or Council workshops, that it was up to the chairman. He also explained
that the open meeting law provides that any deliberation that may be
voted on some day must be discussed in an open meeting. Mayor McCarty
added that he did not believe there was a question in any Council members
mind as to the openess of the Council.
Larry Gehl, no address given, stated that he was interesting in develop-
ing the Herbst property behind Perkins for a Consolidated Freightways
truckers lodge but that he had spoken to Official Rose regarding City
procedure and could not wait the approximately 90 days it might take
to get approval. He explained that the building was to be occupied by
August 25 and that the contractor would have to start building by
June 15, and asked if there was any way to speed up the process. He
also stated that they would be willing to put a road in to the proposed
building from County Road H.
