Mayor McCarty asked if it was possible to speed the process up. Official
Rose replied that the piece of property would require a major subdivision
and the Planning Commission would review it once, but more likely twice,
before it went on to the Council, who would have to set a public hearing,
which would allow for delays due to questions that would be raised.
Acting Administrator Anderson stated that Staff fears the City would be
setting a precedence if they allowed one development to deviate from the
required steps, and that many developers have been concerned with the
time element before.
Councilmember Hodges stated he was concerned with the time element as it
takes so long, and stated that they should give the business people a
fair shake.
Councilmember Rowley pointed out that they had received such requests
in the past and have not hurried them along, as there is a much greater
chance of making a mistake or overlooking something. She added that the
Council should follow the established process.
Mr. Gehl asked if the whole area would have to be planned for the street
to be put in. Official Rose replied that the Council should have an
overall picture of what will happen to the property, rather than just
developing it piece -meal.
Mr. Herbst, owner of the property, stated he did not feel the proposed
development would be a major project. Mayor McCarty replied that the
City will cooperate in every way it can but that Mr. Gehl will have to
go through the regular process. Mr. Gehl replied that he would contact
Official Rose in the morning.
Mayor McCarty asked that the letter from Mr. Davis be handled next.
