April 23, 1979 Page 6 <br />and that the Kremers would like concept approval from the Council before <br />going on to the Planning Commission. <br />Mr. Kremer stated that the property had been rezoned in 1974 and asked <br />if they had to appear before the Planning Commission. Mayor McCarty <br />replied that they did as there would be questions to clear up. <br />There was considerable discussion on how and where the services should <br />be put in, with Mayor McCarty recollunending that any further discussion <br />be tabled and request Mr. Thorson of Dailey Knolls to come in and study <br />servicing the whole area at once. <br />MSP (McCarty - Ziebarth) to table the Kremer's request and call Mr. Thor- <br />son in and inform him of the possibility that services should go back <br />to Silver Lake Road, and direct Staff to do so. <br />A rollcall vote was taken: <br />Councilmember Ziebarth - aye <br />Councilmember Hodges - aye <br />Councilmember Forslund - aye <br />Councilmember Rowley - aye <br />Mayor McCarty aye <br />Councilmember Forslund left the meeting at this time. <br />5 ayes <br />UPDATE 1973 DEBT STUDY <br />Acting Administrator Anderson requested that Council authorize funds from <br />the Contingency Account for preparation of an updated debt study, and <br />outlined what the study would tell the City. Attorney Meyers added <br />that it is a very valuable study and should be updated every three or <br />four years. <br />MSP (Rowley- Hodges) to authorize Finance Director Brager to have Seigar <br />Swanson of Ehlers and Associates update the 1973 debt study at a cost <br />not to exceed $1,000, with the money coming from the Contingency <br />Fund. 4 ayes <br />STORM DRAINAGE POLICY <br />Mayor McCarty reported that the Council, Acting Administrator Anderson, <br />Official Rose, Attorney Meyers and Dan Boxrudd had met on April 21 to <br />establish a policy for development and that they were working on the <br />ideas discussed and would be discussing it further in an agenda session. <br />PUBLIC WORKS VACATION POLICY <br />Acting Administrator Anderson reported that Local 49 has requested that <br />the vacation policy for the Public Works Department be changed to allow <br />employees to take one week consecutively for two -three weeks of vacation, <br />and two weeks consecutively for four weeks of vacation, and read the <br />proposed amendment. <br />
