The City owns 16.9 acres on Silver Lake Rd.
and County Road H2. A LAWCON grant of
$136,800 has been received to purchase as
much as possible of an additional 30 -35
acres. Kraus - Anderson may be willing to
"swap" their land to the northwest on
Silver Lake Rd. and County Rd. I. The
northwest area is better suited for a high
use activity area since the southwest corner
is more rolling and wooded.
Ziebarth made the motion, seconded by Hodges
to adopt Resolution #996.

The Planning Commission requests Council
members attend a meeting August 8, 7:00 p.m.,
Council Chambers, with Planning Commission,
Staff and Midwest Planning, to start review
for preliminary Comprehensive Plan. City
will seek the help of Mounds View citizens
via newspaper notification.
Mr. Meyers reported that a waiver of appeal
had been received from Mr. Biem contingent
upon the City dropping the $2,000.00 contin-
gency portion of the assessment. If the City
adheres to the terms, owner will waive all
rights to appeal relative to assessment pro-
ceedings, and principle amount not to exceed
$58,051.60, and the assessment spread over
10 years.
McCarty made the motion, seconded by Hodges
to adopt the amended assessment role relative
to Improvement Project 1978 -3 in the amount
of $58,051.60 spread over a ten -year period
at 8% per annum interest.

Re: the short term method of paying outstanding
bills and a long term payment to coincide with
the assessment adopted above. Two funds are
considered - -Storm Drainage Management Fund,
and Improvement Revolving Fund. These Funds
could be repaid at the time of bonding for the
Silver Lake Road project.
