about the race track--Nelson stated he
believed Anderson had done some study of
the problem. Residents will be in the next
agenda session; Nelson will have information
by then.
Nelson handed out, for Council review and
comment, the bonded debt study recently done.
He indicated Chenoweth might be willing to
attend an agenda session.
Nelson stated Springstead & Assoc. might be
of interest re: tax increment financing.
Councilmembers might be interested in reviewing.
Re: Disbursements & License Renewals -- Could
not be placed on the agenda due to a computer
problem.
Forslund made the motion, seconded by Ziebarth,
to approve the bills for payment, including
contractors' licenses. 5 ayes

Nelson handed out material from Dr. Machmeier
which generally advised continuing the storm
sewer cleaning.
Nelson stated he had received a memo from Decheine
that streets had been swept. Contractors doing
seal coating will sweep after they finish. He
stated next week storm sewer cleaning will start
between Ardan Ave. & Ardan Park. Last week
9,000,000 gallons of water were pumped.
Nelson stated that New Brighton has inquired
as to the City's interest in cable TV. Council
members requested he obtain more details.
Re: Receptionist/Switchboard Operator--the need
to fill this position is becoming greater and
will add to overall office efficiency. The
telephone system was also discussed. Staff
was requested to check out how the code-a-phone
works.
Forslund made the motion, seconded by Hodges,
to authorize the Administrator to hire a person
to fill the receptionist/switchboard operator
position at a starting salary not to exceed $4.00
per hour and $4,25 after 6 months. Also, the
telephone system should be implemented as was
originally planned. 5 ayes
