Levy Base Adjustment: Nelson stated that un-
controllable costs are causing all cities
revenue concerns. Cities can appeal to the
Levy Review Board for adjustment of their
tax base. Staff feels it is a reasonable
action to apply for this adjustment since
the City qualifies. It was emphasized to the
Council that this is not raising taxes; nor
is the City in financial trouble. The budget
would be prepared without the adjustment and
would allow the Council to determine if it
will be used.
Ziebarth made the motion, seconded by Hodges
that the City apply for the levy base adjustments.

(Nay vote: McCarty, because he was uncomfortable
making something that permanent without having
the budget for 1980 completed.)
Amendment: Made by McCarty, seconded by Forslund
that use of money generated by the proposed
increase in the tax levy limit base for fiscal
year 1980 should be instigated under statutes
275.58 only, which provides for a referendum.
(Aye vote: McCarty) 1 aye
(Nay votes: Forslund, Ziebarth, 4 nays
Rowley, and Hodges)
Rowley stated she offers this motion because
she wants to make it clear that it is not her
intention that is be used just because it's
there.
Amendment: Made by Rowely, seconded by Ziebarth,
that staff prepares the budget without use of
this levy base adjustment and that Council
determines, at that point, if it is going to
be necessary to use it for any reason.

(Nay vote: McCarty) 1 nay
Ziebarth made the motion seconded by Rowley
to adjourn the meeting at 1:20 a.m.
