The Mounds View City Council was called to order 1. CALL TO ORDER
at 7:35 PM, August 27, 1979, by the Mayor.
Members Present: Mayor McCarty, Councilmembers 2. ROLL CALL OF OFFICIALS
Forslund, Hodges, Rowley, Ziebarth
Members Absent: None
Also Present: City Administrator Nelson, City
Attorney Meyers, Building & Zoning Official Rose
Ziebarth made the motion, seconded by McCarty,
to delay approval of the minutes of August 13
until the next Council meeting.

Rowley made the motion, seconded by Forslund,
that other Councilmembers that may have corrections
to the August 13 minutes should turn them in
before noon August 28, 1979.

Rowley requested Staff to have the corrected
minutes handed out at the next agenda session.
3. APPROVAL OF MINUTES
Roger Baumgartner, 7555 Knollwood Dr., referred 4. RESIDENTS REQUESTS &
to a report from Dr. Machmeier containing his COMMENTS FROM THE
evaluation of the drainage problem on Ardan Ave. FLOOR
Baumgartner questioned if Machmeier was qualified
to do a study of this type, if he had been
directed to do this by Council, and was he paid?
Mayor McCarty explained he believed Machmeier
was qualified, had been asked by Council to
prepare the report, and had not submitted a bill
for it. If Machmeier does submit a bill, it
would be Council's perogative to pay it or not.
Neil Loeding, 5046 Longview Drive, stated it was
his impression that Machmeier was an honest
engineer who had stated his intentions and
pointed out his limitations in his report.
Dennis Olson, 7660 N.E. Edgewood Dr., Apt. 2,
was a spokesman for a number of tenants and former
tenants at 7660 N.E. Edgewood Drive. Others having
verbal comments were: Bill Miller (former tenant),
71 -1st Ave. N.W., New Brighton, and Fred Randall
(former tenant). They pointed out a number of
