Developers have requested to be assessed $8,500 for the Improve- ment Study. Developers will sign a contract for this assessment. City will add this amount on the bond issue. If the City goes out for a bond sale, it would be collected on a direct assessment over the next 5 years at 87 interest beginning in January 1980. Rowley made the motion, seconded by Ziebarth, to approve Resolution 1013, Execution of Develop- ment Agreement 79-29 Mounds View Industrial Park, Plat #3. 5 ayes 0 nays Ziebarth made the motion, seconded by Hodges, to adopt Resolution 1014, Special Assessment for 78-4 on Mounds View Industrial Park, Plat #3. 5 ayes 0 nays Rowley proposed that, in accordance with the recent Charter Commission proposal, the resolutions be read to the audience. Resolutions 1013, 1014 and 1015 were read to the audience. Hodges made the motion, seconded by Forslund, to adopt Resolution 1015, Final Plat Approval, Mounds View Industrial Park Plat #3. 5 ayes 0 nays Resolution 1016 was read to the audience. The main issue was timing of the request for delay. Verbal comments were made by the following: R. Hedlund--felt the public should be informed. Stated that MnDOT had not advertised the 6/13/79 meeting. Suggested the MnDOT delay be 6 months. K. Kroon, 8475 Eastwood Dr., stated concern for noise potential if Hwy 10 is relocated. Stated local merchants would be hurt by relocation. R. Woodgate, 8454 Sunnyside Rd., felt MnDOT is not being cooperative and lack direction. P. Fauchald, 8270 Red Oak Dr., asked that the request for delay be after information is provided. Requested Council to address the Highway 10 spur when corresponding with MnDOT. 6b.
