Nelson (continued): 9) Personnel matters--
Cannot advertise for Receptionist until the
1980 budget is finalized. A C.E.T.A. person
is filling the job at $3.25/hour. $125 is
needed until the budget is done (48 days).
In the Park & Recreation Dept., an amount of
$674 is needed for Playground Director.
McCarty made the motion, seconded by Forslund
to authorize the positions of Receptionist and
Playground Director to continue and their wages
($125 and $674) until the budget is completed.

Nelson (continued):10) Re: Painting the water
tower, the painters went out of town instead
of going on to the second phase. McCarty directed
Staff to look into the contract, confer with
City Attorney, and issue a letter to the painters
by the end of the week.
Roger Baumgartner, 7585 Knollwood Dr., asked
Forslund to explain the discrepancies in the
minutes found at the Planning Commission meeting.
Mayor McCarty advised he attend the next Planning
Commission meeting where it will be discussed.
Two meetings were held, Sept. 4 and Sept. 7,
dealing with storm water, questions raised by
the public as to the impact of a 50-year
storm, what is the proposed drainage, Res.
#983, the traffic issue, highway curb cuts,
and water supply for fire safety.
Fire Chief Ron Fagerstrom was present, as
requested by the public, and gave his opinion
regarding fire safety. Fagerstrom concluded
that a dead end area should never have more
than 20 residences--an emergency exit is needed.
Sunny Emerson, 7865 Spring Lake Park Rd., and
Janet Schuldt, 7887 Spring Lake Park Rd., spoke
for residents concerned about access. A petition,
received at City Hall on 9/5/79 at 7:15 PM, from
these residents requests the developer provide
an equal easement (20 feet) on his property side.
The petition was read and is attached.
The developer, represented by Cal Lundquist an
Thomas Steffens, stated they will provide what-
ever the City requires.
