Rose explained that the property in
question lies within Mounds View but
is owned by the State of Minnesota
Department of Transportation. It is
a natural area and good for storm water
retention. At this time the State is
agreeable to returning this tract of
land to Mounds View.
Mr. Watson, owner of the raceway
property, and industrial developer
in the city of Blaine, was present.
He would like to see some of this natural
area taken from the floodplain in order
to make it developable. Rice Creek
Watershed looks at this favorably.
Judicial ditch #1 will remain, but
will divert and be picked up at a
later point. This would keep the same
volume, but take some pressure off the
ditch.
Ziebarth made the motion, seconded by
Hodges, to adopt Resolution #1025,
first paragraph only, striking the
second, third and fourth paragraph.
