Special Meeting
November 8, 1979

Mayor McCarty called the Special Session of
the City Council to order at 5:05 p.m. at
City Hall on November 8, 1979.
Roll call was taken and it was noted that
Councilmember Forslund was absent due to a
vacation which she was taking from the City
during the week of November 5. Also present
at the Council meeting were Bob Ehlers, the
City's Bond Consultant, and the City Admini-
strator.
The City Administrator had noted to the City
Council and persons present that this meeting
had been called by three members of the City
Council for purpose of discussing information
related to the Charter. He went on to say that
Mr. Ehlers had been contacted by himself and
was asked to attend the City Council meeting to
discuss a letter which he had sent to the City
Council concerning Chapter 8 of the Charter
(Special Assessment Chapter).

Mr. Ehlers, the president of Ehlers & Associates, 4. DISCUSSION WITH BOND

sen t, dated November 5, 1979. Mr. Ehlers raised
several questions concerning the proposed language
found in the draft of the Charter Commission which
is to have a Special Election on December 4. The
course of the discussion was that there were some
concerns raised by Mr. Ehlers over the assessment
language to the budget and to the language found
in Chapter 7 of the draft Charter concerning a
long -term financial plan. (Mr. Doty, the Chairman
of the Charter Commission, and Mr. Loeding, the
Vice - Chairman of the Charter Commission, partici-
pated in the discussion with the City Council in
trying to clarify some of the language of the
Charter).
After much discussion over Charter language
Mr. Ehlers suggested that wording such as, "Not
withstanding that the project was not included
in the five year capital plan ", began the first
sentence in Chapter 8 for clarification.
