HomeMy WebLinkAboutgr00090_000051_pg229PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Special Meeting November 8, 1979 Mounds View City Hall 2401 Hwy. 10, Mounds View MN 55112 Mayor McCarty called the Special Session of the City Council to order at 5:05 p.m. at City Hall on November 8, 1979. Roll call was taken and it was noted that Councilmember Forslund was absent due to a vacation which she was taking from the City during the week of November 5. Also present at the Council meeting were Bob Ehlers, the City's Bond Consultant, and the City Admini- strator. The City Administrator had noted to the City Council and persons present that this meeting had been called by three members of the City Council for purpose of discussing information related to the Charter. He went on to say that Mr. Ehlers had been contacted by himself and was asked to attend the City Council meeting to discuss a letter which he had sent to the City Council concerning Chapter 8 of the Charter (Special Assessment Chapter). 1. DISCUSSION WITH BOND Inc., the City Bond Consultant, was asked to CONSULTANT CONCERNING attend a meeting to discuss his letter which he PROPOSED CHARTER sen t, dated November 5, 1979. Mr. Ehlers raised several questions concerning the proposed language found in the draft of the Charter Commission which is to have a Special Election on December 4. The course of the discussion was that there were some concerns raised by Mr. Ehlers over the assessment language to the budget and to the language found in Chapter 7 of the draft Charter concerning a long -term financial plan. (Mr. Doty, the Chairman of the Charter Commission, and Mr. Loeding, the Vice - Chairman of the Charter Commission, partici- pated in the discussion with the City Council in trying to clarify some of the language of the Charter). After much discussion over Charter language Mr. Ehlers suggested that wording such as, "Not withstanding that the project was not included in the five year capital plan ", began the first sentence in Chapter 8 for clarification.
