Rose reported that he had contacted Realty
Man and Mrs. Hanson regarding their interest
in extension of water service along the west
side of Silver Lake Rd. between County Rd. I
and Hwy. 10. Realty Man is interested in
knowing what the costs would be and who would
pay. Staff advised them it is impossible to
say without a feasibility study.
Hanson asked if she could put a double
dwelling on her property since she has a sub-
standard 83' frontage lot. The neighboring
lost contain apartments to the north, 3 single
family dwelling lots, and 2 double dwelling lots
to the south. Rose explained this would require
a change in zoning from R -1 to R -2 and the mini-
mum frontage for R -2 is 100'.
Attorney Meyers stated that rezoning should go
through Planning Commission procedures. Rose
stated that, in either case, it requires water
service to develop and that zoning was not the
question at this time.
The petition regarding this water service
extension was received October 12, 1979, from
48% of the affected property owners, but does
not contain signatures of the Hansons or Zuidemas.
Rose explained that the City is currently under
a development agreement with George Karlen
regarding two duplex lots, with the City holding
$2,000 cash escrow. Karlen agreed that any costs
he may cause the City should be taken from this
$2,000 cash escrow.
Rowley moved, seconded by Ziebarth, to direct
Staff to have a feasibility study done by S.E.H.
of the Silver Lake Rd. water service extension.

Karlen suggested the study might be drawn up
as two alternates, one with and one without the
service crossing County Road I.
For the record, the expense of a feasibility
study will be equally divided among benefitted
parties. Attorney Meyers suggested an alternate
plan might be minus the apartment property.
Mr. Kremer owner of 2 lots on Silver Lake Road
and County Road I, wants to have sewer improve -
ments installed and wanted to know the least
expensive way of obtaining this service. Rose
explained the pros and cons of a public vs.
privately installed
