They will submit their written response by end of week. - Letter from Police Chief re: vacancy. Have gone through screening, testing and selection process and have three candidates. Recommend hiring first person of the three by 12/15/79. 6. REPORTS (Continued) Rowley moved to hire Steven Layman as a patrolman to replace Ed Loomis. The offer would be effective 12/15/79, at patrolmen's salary, and pursuant to the usual probationary period. It was seconded by Forslund. The motion carried. 4 ayes 0 nays 6) Police Chief noted the corporal positions are working out well. 7) Re: Challenge procedures in upcoming election -- Nelson read the statute providing for a challenger to be appointed by the Mayor upon receipt of a petition bearing 25 names. The challenger would be on hand at the polls to question a voter they suspect to be un- qualified. The City could appoint up to 1 person per precinct, for a total of 7. The 5 groups (DFL, IR, Concerned Citizens, League of Women Voters, and ACTION) have been notified so they may exercise this right. This is a measure to ensure a clean election. Ziebarth suggested the voter be made aware this may occur and that if he refused to answer questions of the challenger, he may lose the right to vote. 8) Received a letter from Metro Council re: establishment of cable TV service area for Capital City Cable, Inc. Recommend waiting 30 days after they award a service area. 9) Have received request from the 911 system people to do a resolution, but will hold off because at this time, it appears we would be paying more than our fair share. ,Patrolman vacancy Election Challengers Cable TV 911 system
