questions asked in the letter sent by the DISCUSSION
City's Administrator of which most is (continued)

of his presentation. Several questions
were asked by the City Council.
Councilmember Ziebarth asked a question
to repeat the letter that were sent to
Dr. Machmeier during the year 1979. He
stated that he received three letters
dated February 22, May 23, and May 30th.
from the City.
The Mayor indicated in the meeting, that
maybe the letter from the City dated May
30th could have lead to some confusion,
whether Machmeier was authorized to
proceed. Dr. Machmeier stated that it
was never his intention nor his under-
standing to design a system but rather
to evaluate the system which existed
in the Ardan Avenue. He did not feel that he
wanted to be involved in a design work.
Ziebarth asked a question related to page
2 of the cover letter of his report stating
that the report was later than he anticipated.
The question was why it was later?
Dr. Machmeier delayed his report due to
a conference he attended.
Ziebarth did feel that some of the inform-
ation presented in the report was a duplic-
ation of what they already know. He felt
that this duplication was a result of a
lack of communication between the consult-
ant and the City. Dr. Machmeier stated
that although some of it appears to have
been a duplication it was as a result of
evaluating the CTF Report, not to offer
his own independent appraisal of the
system.
Rowley raised the issue over a recommend-
ation made by the report that caution should
be used in the implementation of the
recommendations. Dr. Machmeier explained
that the implementation is designed only
to meet a certain standard level and it
may not solve all problems related to a
particular season. In other words, if this
