Nelson explained that under the pro- visions of the charter that no amendment or ordinance could be adopted except for emergency ones without having at least two readings before the public and 14 days be- tween the two Council Meetings before appro- val. The City Attorney said that because this particular code that was Land Use, a public hearing was mandatory under the Minn. Statute 462.
