vened at 7:10 PM on February 12, 1980 by
Mayor McCarty.
Members Present: Mayor McCarty, Council- 2. ROLL CALL
men Rowley, Forslund, Hodges.
Members Absent: Councilman Ziebarth was
unable to attend.
Also Present: Building & Zoning Adminis-
trator Steve Rose,and Clerk - Administrator
Jeff Nelson.
First item on the Agenda was the Compen- 3. COMPENSATION STUDIES
sation Study discussion that the City was
considering undertaking. The presence of
Mr. Rose at this point of discussion was
precipitated by the hiring of a Secretary
in the Parks & Recreation Department. The
Compensation Study and the issue that Mr.
Rose had concerning hiring of the afore-
mentioned Secretary were inter - related.
The position put forth by the City Admin-
istrator was that there was a definite
need for the City Council to authorize
the Compensation Study to be initiated, in
order to, establish the classifications of
the non - unionized personnel in the City,
establish the pay rate for those employees,
standardize the hiring process and upgrade
and utilize a performance evaluation on the
